EMERGENCY PLANNING

 

Action taken in an emergency due to flooding are critical to save property and lives.  

 

Whether the emergency is caused by a 100 year storm, a pipeline failure, reservoir failure or dam breach, a practical Emergency Action Plan begins with a reasonable risk assessment to identify potential evacuation routes.

xpswmm/xpstorm with xp2D provide flood reporting tools to analyse flood hazards and give a new depth of information beyond what a typical static hazard map can provide including:

  • assessment of the duration and timing of overland flows
  • time to inundation maps
  • evacuation route cut-off time for user-defined water depths
 

Use xp2D to analyse:

1D/2D Models for Dam Breach

The integrated 1D/2D fully dynamic analysis provides a more realistic interpretation of the flood wave and resultant dam breach hydraulics including volume of water spread, and interaction with surrounding systems including downstream channel and existing systems. The user then has access to a more realistic representation of a dam breach scenario and the properties or structures downstream that would be affected.

 

 

Determine Cut-off Depths

Different maps provide the time to reach different inundation levels. For example, this map shows a lesser flooded area because it indicates time to exceed .4 meters, which is our emergency vehicle level. Since the entire area does not typically reach .4 meters, the inundated area appears smaller.

Add a new layer to create and analyse evacuation routes. Consider this scenario: using the time to inundation analysis supplemented by traffic analysis, a planner can draw a route along desired roads for a proposed route. The user defines acceptable inundation levels for the road crown, curb and for vehicles.

The analysis will map and report for your points along this road indicating the time and location it first reaches these inundation levels.

 

Time to Inundation

Users can now compute and visualise how long it takes to reach a certain depth of inundation in areas of flooding and also evacuation route cut-off time for different water depths. For example, you can investigate a specific evacuation route by specifying it in your model. The software computes and displays locations on that route that would be cut off by high water.

In xp2D, the user can enter the depth cut-off value as well as a description such as minor, intermediate or major event. They might alternatively describe levels for pedestrians, common vehicles or emergency vehicles.
